Usec. Umali to keynote Teachers’ Congress

(February 12, 2018)

Department of Education (DepEd) Usec. Tonisito Umali will be the keynote speaker during the Tri-Division Summit of public school teachers and administrators on February 16, 2018 at the Provincial Convention Center.
 
Gov. Sol Matugas will unveil the Proposed Provincial Division Office, and the Teachers’ Training Center in Siargao. She will also launch the Provincial Online Education, as well as facilitate the ceremonial distribution of umbrellas, bags and laptops.

Over 6,000 teachers and school administrators are expected to join the exciting and spectacular event.
 
A Life Story Worth Sharing
 
Usec. Umali is the biological son of Antonio L. Umali and Milagros A. Casugbo. He was born in in Caloocan City on November 24, 1970. He finished elementary at the Notre Dame of Greater Manila with flying colors. Later on, during his secondary years, he earned the Gerry Roxas Leadership Award from the Quezon City Science High School.
Graduating with a degree in Legal Management from the Ateneo de Manila University, he went on to complete his Juris Doctor from the Ateneo Law School.
After passing the Bar, he sailed on with greater determination and in the natural course of things; he was admitted to the State Bar of California after successfully qualifying in the California State Bar examination.
Conferred with a Doctorate in Public Administration, Honoris Causa Usec. Umali carried on to serve the education sector with all her intellectual capacity and unadulterated strength.
 
Law Practice
Usec. Umali emerged triumphant as he demonstrated his hard-work and innovative skills at the law firm set up by the late Solicitor-General Frank Chavez who facilitated the rigorous task of getting ready and putting in order legal pleadings during oral arguments before the  Supreme Court on some celebrated, high profile cases and landmark cases lodged before the High Tribunal.
In effect, Usec. Umali took on wide-ranging and far-reaching grind in matters respecting civil, criminal, administrative, local government and election law. Indeed, his brainpower was sharpened even more when he was absorbed in the law office of former Justice Secretary Alberto C. Agra.
Moreover, Umali worked as a legislative officer to Sen. Nikki Coseteng . He also served in a pivotal capacity as a legal adviser to Sen. Loren Legarda.
Nearly 15 years ago, Umali broadened his horizon by pursuing his law practice in the United States. Soon, he entered the roll and passed the State Bar of California in 2004 and became adept with civil, family, immigration, personal injury, and bankruptcy laws in the Los Angeles county. Often, also figured in Asian Journal, offering legal discussions and open consultations in the United States.
 
Educator par excellence
A self-professed educator who sincerely loves to share his wisdom and craft, Usec. Umali is a part-time lecturer at the University of the Philippines in Diliman, specifically at the National College of Public Administration and Governance (UP-NCPAG).
Usec. Umali is a Career Executive Service Office (CESO II)holder too. He rose to become National President of the Philippine Educators Association of CESOs and Eligibles (PEACE), Inc. and Over-all President of the Board of National Union of Career Executive Service Officers (NUCESO) . To top it all, he is the National Chess Federation of the Philippines (NCFP) Director/Chairman of the Youth Committee.
 
DepEd
At DepEd, Usec. Umali brought with him a plethora of rich knowledge in breezing with banal and extraordinary measures in the sphere of policy-making, litigation, research and many more.
He was appointed Assistant Secretary for Legal and Legislative Affairs in 2010 and on October 17, 2017, he was promoted to Undersecretary for Legislative Liaison Office, External Partnerships Service and School Sports.
A Board Member of the governing Southeast Asian Ministers of Education Organization (SEAMEO) Quality Improvement of Teachers and Education Personnel (QITEP) in Language in Jakarta, Indonesia, Usec. Umali breathes life and color to the department that shapes future leaders, thinkers and scientists of this country.
 
Ceremonial Programme
 
Surigao State College of Technology Chorale will led the National Anthem, Prayer and Martsa Surigao.

Acknowledgment of Participants will be given by Dr. Gilda Berte, Surigao City Schools Division Superintendent. Gov. Sol Matugas will also deliver her welcome address.

Introduction of the Guest Speaker will be made by DepEd Regional Dir. Beatriz Torno while the Awarding of Outstanding Educators will be made by Dr. Nelia Lomocso of the Surigao del Norte DepEd Division.

Among the prestigious accolades are the Schools Excellence Award and the Outstanding Parents-Teachers Association.

There will also be an intermission number of Fr. Jonas, the singing priest. Three hour concert by Sam Concepcion and Keiko Necesario will follow.

Next to that will be the Teacher’s Musicale Concert featuring Kundiman and Popular Music beside Philippine Folk Dances and Modern Bop. To cap the grand celebration and great rejoicing will be the fellowship.
