Pres. Duterte names Governor Sol as RDC Chair

Pursuant to the relevant provisions of applicable laws, crucial policies and existing regulations, Pres. Rodrigo Roa Duterte formally appointed Gov. Sol Forcadilla Matugas as the over-all Chairperson of the powerful Regional Development Council (RDC), encompassing and covering the entire Caraga on February 20, 2018.
 
Her appointment papers clearly stated that she shall serve for a term of three (3) years, which shall coincide with her regular stint as elective official.
 
"By virtue hereof, you may qualify and enter upon the performance of the duties of the office, furnishing this office (Malacañang) and the Civil Service Commission (CSC) with copies of your oath," the appointment papers read, signed by no less than the President of the Republic of the Philippines.
 
According to the official portal of the National Economic Development Authority - Region 13, the RDC is jointly presided by a Chairperson and a Co-Chairperson appointed by the President of the Philippines. If the Chairperson comes from the government, the Co-Chairperson must come from the private sector, or vice-versa. Only elective officials are appointed as Chair or Co-Chairperson.
 
It should be noted that Regional Development Council (RDC) is the leading policy and decision-making body in the region. It supplements and complements the NEDA at the sub-national level. It is the foremost institution that harmonizes line agencies and concerned stakeholders alike. It sets the tone for socio-economic progress all across its constituent provinces. It also serves as the very foundation of every meaningful endeavor in communities which connect and put together strategic regional action plans and national development initiatives.

As such, the formation of RDC squarely addresses the need for a unilateral planning body whose job is to take care of the inclusive growth and sustainable progress of the region. This was the fruit of the full-blown realization of the Integrated Reorganization Plan of 1972 which divided the country into administrative regions.

Regional development planning is essential to level the playing field and take up issues like poverty, unemployment, inequality and other problems that society is facing nowadays. This stems from the recognition that expansion and innovation over the years remain stunted and that advancement has been concentrated in the Imperial Manila and other rich cities.

Through the years, self-sufficiency and self-governance have spurred the need to empower local chief executives and officials in piloting and introducing positive change in their respective jurisdictions. This beefs up and redresses the balance respecting the vital role of the RDC in bringing local initiatives into line to expedite the socio-economic upsurge of the region.
 
Sitting as the ex-officio Vice-Chairperson of the RDC is the NEDA Director while the NEDA Assistant Regional Director is the ex-officio Secretary.
 
Furthermore, the same officials serve as the ex-officio Chairperson, Co-Chairperson, Vice-Chairperson, and Secretary of the RDC Executive and Advisory Committees.
 
Terms of office of the Chairperson,   Co-Chairperson and the PSRs are simultaneous and concurrent with the regular stint of local elective officials. This term of office is set without prejudice to reappointment.
