Placer hosts PopCom Caravan
(June 21, 2018)
Population Caravan successfully made headlines in the municipality of Placer led by Mayor Jose Michael ‘Pinggoy’ Patiño last June 22.
In her official message delivered by Atty. Premolito Plaza, Gov. Sol Matugas said that ‘one of the most crucial issues seriously affecting the modern-day civilization is our growing population.’
“Whether government intervention is effective and relevant will hinge greatly on what we accomplish today. If we now begin our collaborative endeavor in a manner consistent with our laws, and if we continue to consecrate all our efforts to address this pressing concern, then our generation will be able to overcome this challenge as it has prevailed and transcended boundaries for so long a time in our journey toward instituting drastic, revolutionary and sweeping reforms.
When our children’s children will soon assess the sterling gains of our time, one of the most essential dynamics and influences that may impact in their appraisal will be the innovative approach in which we take action to arrest overpopulation.
Let us take giant steps in such a manner that our descendants -- even as they stare at our own naked eyes beyond earth's frontiers, edges and confines -- can do so with exuberance and satisfaction in the country and in the province they call home on which they thrive, with appreciation of their ancestors, and with lifelong assurance in shaping a bright and promising future for all,” said the visionary and hands-on Governor.
In line with the battlecry, "Ambisyon Natin 2040," under the theme "Matatag, Maginhawa at Panatag na Buhay para sa Lahat," the province of Surigao del Norte through my leadership has recently championed the recognition as the Best Regional Implementer of the Philippine Population Development and Management Program.
Population Commission Regional Dir. Alexander Makinano presented the plaque of commendation, accolade, honor and recognition on December 4, 2017, wherein he showered the provincial government with enormous praises for our exemplary performance and meritorious triumph which can be well-regarded as ‘truly outstanding.’
“Counting the years, we have witnessed how the province has risen from the ashes, with the extraordinary and admirable style of leadership as exemplified by our God-centered, empowered and globally competitive governance which is what we really need for Surigao del Norte to continue moving forward. In our untiring efforts to implement the national population reform program in harmony with the socio-economic agenda of Pres. Rodrigo Duterte, we can attest to the fruits of convergence of different partner offices and key stakeholders,” said the dynamic regional director.
For this year's Search, the province scored 56.35 points, besting others like Dinagat Islands which came in second at 53 points, and Agusan del Sur which emerged in the third spot at 50.1 points. Surigao del Sur, meanwhile got 41.75 points while Agusan del Norte earned 23.5 points.
Categories focused on by the prestigious award-giving body were Responsible Parenthood-Family Planning, Adolescent Health and Development, Population and Development Integration and Special Population Group.
It should be stated for the record that no less than Reg. Dir. Makinano affirmed that the contribution of LGUs in the implementation of the country's birth control, family planning and population management shall always be recognized by the national government.
LGUs excelled in the implementation of the population program in their respective locality, as determined after a comprehensive assessment and validation conducted by Popcom.
However, Makinano stressed that the results of the assessment must be a guiding light for LGUs to sustain its efforts in addressing the problem, all the way down to the grassroots.
“We must ensure that no one is left behind in getting reproductive health information and services,” he added.
Conferment of such great honor is PopCom's way of extending appreciation to all population workers in the enforcement of programs and projects, relative to the attainment of thrusts and directions which embody the Filipino aspirations.
It is very important to recognize the endeavor and spirited inputs of program partners and stakeholders to put into action the Philippine Population Management Program. Recognizing them publicly of the efforts they have done is the key to their serving as great examples and inspiration to others.
“For some time population growth has been perceived as a clear drawback for Third World countries. Only recently has it come to be seen that surging problems are also set forth for progressive nations dubbed as Tiger Economies and those which we deem as super powers when the number of people swell at the degree that the country, for example, must now await. Resources may be bursting at the seams in such nations, but social provisions and basic services -- the ability to educate youth, to provide enough space for democratic engagements, to uphold the constitutional rights and civil liberties of our beloved constituents – which in the usual run of things, may be awfully strained.
Different circumstances trigger the yearly upsurge, including the huge number of married and unmarried couples of childbearing age, the classic family size, and our improved longevity. We are suddenly reaching the point of no return in a community where family amalgamation, has naturally brought expanded members from four generations. This is a change in stasis for which we are glad to take note. But we must also accept the truth that it will mean a far heftier and bulkier population if the number of children born to each set of parents remains typically unchanged,” declared the beloved Governor.
