PHRMDO, CSC wage all-out War against red tape

Two-day training workshop on the updation of the Citizens' Charter took center-stage at the New Expanded PGO Conference Hall before the presence of Civil Service Commission Provincial Dirextor Harold Pareja and DILG Prov’l. Dir. John Reyl Mosquito.
PHRMDO Asst OIC Edna Note explained the salient provisions of the Anti Red Tape Act, otherwise known as RA 9485 in order to fast-track the services of the Provincial Capitol and expedite further transactions.
Because the provincial government was proclaimed over-all champion of the national leadership’s Seal of Good Local Governance (SGLG), Note said that the province must sustain its track-record, having perfectly achieved 100% compliance in terms of transparency, accountability and full disclosure.
Note said that this would include warm hospitality, gracious welcome, courtesy and politeness of front-line service providers who must, at all times, act with pleasing personality and display their gregarious smile.
She added that desk personnel must be nice, friendly and kind, and should not be harsh, rude and condescending to deliver quality customer service regardless of the unreasonableness, ill feeling and argumentativeness of arriving guests. She also assert the importance of kiosk in posting the step by step procedures in every office transactions.
In his official remarks, Atty Premolito Plaza, Provincial Administrator, clarified that there are 2 core foundations of good governance, namely - 1. Preservation of orderliness, 2. To take care of the needs of the people; to speed up and improve the processing of essential and crucial operations, ARTA was conceived.
Atty. Plaza, meanwhile, stressed the importance of the culture of excellence effectiveness, efficiency, courtesy, fairness, respect, loyalty to service and integrity.
Dir. Pareja akso talked about the paramount ideals enshrined in Sec. 1, Art XI, of the1987 Constitution which provides: “Public office is a public trust. Public officers and employees must at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism and justice, and lead modest lives.”
According to him, concerned employees must not feel alarmed and frightened when trumped-up charges, unfair accusations, invented stories and discriminating lies are peddled and reported to hotline 8888 because the truth will always be the best weapon against black propaganda, character assassination, smear campaign and negative publicity.
Pareja also elucidated on the 8 norms of the Code of Conduct of public officials and employees, to wit - 1.commitment to public interest, 2.professionalism, 3. justice and sincerity, 4.political neutrality, 5.public access, 6. nationalism and patriotism, 7.commitment to democracy, and 8.modest living;
He added that an impatient client must be dealt good-naturedly regardless of the actuations demonstrated.
For letters and requests, response must not go beyond 3-15 days so as not to inconvenience the public. When the request is approved, the concerned requestor must be informed and apprised straight away, with substantial explanation. SALN must also be religiously submitted before PHRMDO to shun from the kismet that befell Chief Justice Ma. Lourdes Sereno. Pareja also intoned that visitors must be properly entertained, ushered and dealt with. Guests, he maintained, must not be shouted at, regardless of the edginess, tension, friction and exasperation that come in the way.
In light of the directive and marching orders issued by Pres. Rodrigo Duterte, Note said that the PHRMDO will exhaust all means to lessen the number of signatories to 3-5 in order to hurry through the strategic courses of action. She added that alternate signatories must be put in place so that in the absence of the undersigned, the surrogates can affix their respective initials or signature in lieu or on behalf.
