LGU officials take part in the anti-terror seminar

Barangay and municipal officials showed up during the One Day Seminar on Preventing and Countering Violent Extremism which took shape at the Provincial Convention Center last January 25, 2018.

San Benito Mayor Rushford Dedumo and Burgos Mayor Emmanuel Arcena were among the early birds.

Among those whose priceless contributions and supreme efforts breathed life and gave meaning to the very important convergence were DILG Prov’l. Dir. John Reyl Mosquito, DILG Regional Chief Ray Gregory Jaranilla, PSupt. Ruben delos Santos, Dr. Edwin Montalba, National Commission on Muslim Filipinos Reg. Dir. Nadzma Naga, Surigao Muslim Association President Atty. Mike Sultan, PSupt Excelso Lazaga, government workers, law-abiding constituents and peace-loving team-players.

It should be recalled that Pres. Rodrigo Duterte placed the entire Mindanao under martial law. Both the Senate and the House of Representatives, in joint session, extended its imposition until December 31, 2018.

Insurgency, lawless violence and terrorism are the most formidable and difficult challenges which pose grave and serious threat to the country’s sovereignty, governance and freedom.

The Constitution strongly and clearly provides that the President of the Republic, as Commander-in-Chief of the Armed Forces of the Philippines, may invoke his calling out powers, and declare martial law in order to preserve order, uphold the rule of law and defend the country from armed rebellion and foreign invasion.

The armed confrontation and saturation bombings in Marawi City which reduce the residential buildings, business  structures and government establishments into rubbles and ashes triggered by the belligerent attack of ISIS and Maute Brothers who planted their own flags and take control of major strategic points was for the Duterte government, a manifest and evident attempt to grab power from the duly-constituted authorities.

Another problem is the continuing rebellion of which frightens ordinary civilians due to the monstrous and humongous impact that the onslaught and hostility have brought in ruining the lives of the innocent and destroying the properties of many.

Stakeholders were convened to brainstorm on the innovative strategies and in the process, they were privileged enough to be guided and assisted by counter-terrorism experts and top-caliber law enforcers who were eager to share, learn and replicate the best practices in order to effectively address different matters respecting the vulnerability of different sectors in every community.

Linkages were likewise strengthened. Police forces and the militia were directed to patrol nonstop in order to secure our neighborhood from harm.

Responders were advised to inspire full support and absolute cooperation from the general public. For without the concern of the people, experts revealed, that they cannot stop terrorists from sowing fear, aggression and bloodshed.

Speedy action by concerned groups and reporting of suspicious activities must also be strengthened, authorities maintained.

Crime prevention is essential and crucial that is the entire Surigaonon population must harmonize and get their acts together.

Instituting concrete, drastic and sweeping reforms would mean that it is high time to revolutionize society and give justice to every man.

In addition, the apparatus of illegal drugs and hardened criminals must be fully obliterated, completely destroyed and totally wiped out from the face of the earth.

By being pro-active and vigilant, solid collaboration can produce results.

According to Dr. Montalba, the political ideology and religious fanaticism of some incite radicalism, which was how terror networks operate starting in the early 1970s up to the present.
