Korean Governor keynotes signing of MOU
(January 19, 2018)
Gov. Kim Kwan-Yong of the Gyeongsangbuk-do Province, Republic of Korea extended her warmest appreciation to Gov. Sol Matugas for forging and cementing an indestructible sisterhood agreement last January 14, 2018 at the Kapitolyo nan Siargao.
Provincial officials led by First District Cong. Francisco Jose ‘Bingo’ Matugas, Team Capitol and the business community were all in full force to support the fruitful and meaningful event.
Gov. Kim said that he had won the elections and has been elected for six times and ‘that was unprecedented in history because the record he made is the only one so far in his country.
He also recalled the memorable experience with House Speaker Pantaleon ‘Sonny Bebot’ Alvarez who visited him once in Korea. Speaker Alvarez convinced him to visit Surigao del Norte and so, he made up his mind and started talking with the Lady Governor.
“And when I met the governor I thought I made the right decision. First of all, the Governor is really good at delivering speech better than me, and beautiful and more importantly we both serve our countrymen and beloved constituents as elementary school teacher,” said Gov. Kim.
Citing the passion to share all forms of crucial learnings and best practices, the Korean Governor explained that his thought are with the best-performing and award-winning Governor who devoted her time, energy and efforts to teach people and help difficult people, because that is the spirit of the all educators.
“Even though it was just the first meeting with the Governor I thought that i have really learned to feel at home and to get very much comfortable with her. That friendly feeling I understand is likewise the shared feeling of the beautiful and intelligent Governor Sol.
And I came here with my wife and like me, she was also a former elementary school teacher, that’s why we have lots of things in common. I serve as the mayor and governor for 24 years and this is my first time that I have this business trip and official visit with my wife, and I was deeply impressed that the Governor of Surigao del Norte is a woman that means that the Philippines is objective, fair and just to the women’s sector, and I hope that you serve longer term,’ added Gov. Kim.
During the Korean War, Gov. Kim related that seventy four thousand soldiers help them win the battle, and that was during the 1960s which means 57 years ago, the Phillipines had friendly relations with Korea.
“In those years, we couldn’t meet our demand for rice and we have problem securing our food. That was the perfect time we got the help from the Philippines and we got what we call unification rice. So the Philippines is very helpful ally of Korea. And I think we need to repay, I am truly grateful. And today I came here and meet the pretty and idealistic Governor, and I think that we can do a lot of things together and we can go together. Gyeongsang province is a large region, we have a leading companies in Korea such as Samsung , LG and POSCO,” he said.
Gov. Kim also advertised the full-grown agriculture area that his province has.
“There are lots of experts and engineers in the field of agriculture in Gyeongsangbuk-do. At this point, I would like to officially invite the Governor and her husband to our province so that we will have the opportunity to show our technology and also after my visit I will send experts and engineers in the field of agriculture here in Siargao,” underlined Gov. Kim.
To top it all, Gov. Kim revealed that Speaker Alvarez also communicated his best intentions to put into action strategic policies for the island’s development.
“So we will cooperate for the development of this island in the long term by exchanging the opinions and ideas between the officials of Gyeongsangbuk-do and Surigao del Norte. I attended the birthday celebration of Speaker Alvarez in Tagum City and I saw Pres. Rodrigo Duterte singing during the celebration and I was surprised that the president was really a very good singer. So I will have my officials practice playing instruments and singing a song when I come back. So that during the visit of Governor Sol, we will be able to play the musical instruments and to sing a song,” Gov. Kim went on, saying.
Because of this fresh air and nice condition in this island, even though Gov. Kim only stayed one night, he admitted that he felt so much relieved like all the accumulated fatigues as Governor for more than 20 years had been squarely eased and assuaged by the relaxing paradise.
“So I believe that everyone who lives here are very talented. Thank you so much for your hospitality. We are very lucky. So I will try my best to help this island and we will be strengthening our cooperation for the development of this island. I think you can talk to Speaker Alvarez, then he will give me order. And please have a good time and i truly feel this is a very nice opportunity to meet everyone. And I hope that I can see the Governor and her spouse in Gyeongsangbuk-do province very soon, in the nearest future,” he asserted.
