Governor Sol inks sisterhood understanding with Korea

For cementing a durable and rock-hard sisterhood partnership with the Republic of the Philippines, through the province of Surigao del Norte, Gov. Sol Matugas expressly articulate her inspiring words of gratitude respecting the Republic of Korea on Jan. 14, 2018 at the Kapitolyo nan Siargao.
First Legislative District Cong. Francisco Jose ‘Bingo’ Matugas II and Vice Gov. Arturo Carlos Egay, Jr. were present to behold the signing of a Memorandum of Understanding (MOU) between Gov. Matugas and her affable counterpart, Gov. Kim Kwan-Yong of the Province of Gyeongsangbuk-do.
They were joined by members of the Sangguniang Panlalawigan and LGU officials across different barangays and municipalities in the province.
Aligned with the sincere desire to strengthen the friendship and promote mutual understanding, the MOU clearly laid down the principles of reciprocity among the two partner governments.
As such, 'the two provinces shall mutually cooperate in promoting Saemaul Undong by dispatching volunteers and providing Saemaul Academy in Surigao del Norte.' There 'shall also be exchange of necessary information in order to nurture and develop ecotourism.'
In addition, 'the two sister provinces shall encourage active participation by public and private organizations, governmental and non-governmental included, in various exchanges.'
It recognizes, among other things, the significance of cooperation in the field of Saemaul Undong, tourism and agriculture, with all texts written in both Korean and English, being equal in authenticity.
In her message, Gov. Matugas highlighted that fateful day as a ‘wonderful day of partnership.’ Teamwork, she described, can be gleaned starting from the supreme act of one party in which 100% passion is evidenced by “flying from a faraway, beautiful land for a very significant purpose.”
“Korea and Philippines are both countries known in the areas of tourism and both Gyeongsangbuk-do and Surigao del norte provinces are one of the our countries prime tourist destination of both local and international tourists. Entering into a sisterhood agreement will then indeed help us strengthen our capacities in sustaining the industry by empowering our people through the exchange of necessary information to promote and develop our tourism industries,” said the visionary Governor.
Years have gone and according to Gov. Matugas, ‘we exerted too much effort and resources in the promotion and marketing province for tourism, and this year forward we are giving focus to the attainment of a sustainable development for the province of Surigao del Norte.’
“Our prime goal for the industry to take care of the economy, ensure the societies dignified living condition and strengthen the conservation of the environment. It will never be easy but it will always be the right thing to do because compromising our pillar, one pillar will bring the industry down. And today with this partnership I never thought I would be chosen by the speaker as a sight of this wonderful historic occasion, and I’m indeed very glad for Cong. Bingo to accept this challenge because this feels so much to us. It is not only in the field of tourism but also in the field of agriculture,” she explained.
Gov. Matugas went on, adding that they had a good talk this morning ‘that someday after the ceremony, technicians from South korea would come to mentor us on the new technology on agriculture and that is what we need to today.
“Yes, because I said last night we had also a good talk on things that we need in the islasnd, because we have one thing in common and I’m very proud to share with you this one thing in common, we are all teachers. We went through the beautiful mentoring profession; The lady of the Governor Kim has been a teacher of life, a doctor of philosophy and has been doing teaching job in South Korea, so we had a good talk about teaching as a profession, and I said if you were a teacher you will sure to win in the election because all teachers will, both for us and that was my experience, I won because of my work as teacher,” she emphasized.
And so, the versatile Governor remarked ‘that to me is a good promise while I’m searching for quest for more opportunity for growth and development, here comes are friends from South Korea offering their hands and hearts to help us.’
“And so today we stand pride and grateful for your trust in us that something good will come out of this friendship and it is not only the signing it is the heart that goes with the signing that matters most. And I thank you all for coming over.
I said you are in the right place with the right people and you are now embarking on a journey that would mean comfortable and progressive life for Surigao del Norte. Goodbye poverty, goodbye iniquities, with the people of South Korea behind me or behind whoever comes after me this will be an island that would be a next of Korea in the future.
And so on behalf of my colleagues behind me in full force the legislator of the province are all here and the crafted a very good agreement. Soon when the look back when we see the future as clear as the sand today, you will say I was there when we had the signing I was part of the journey,” the well-entrenched and well-versed Governor stressed.
During the signing, the business sector also demonstrated their overwhelming support led by the president of the Chamber of the Commerce, Concepcion ‘Cioney’ Paqueo. Different line agencies were also discernible led by the Superintendent of School Tes Will, from the Philippine army Colonel Tomas and the rest of the group, and various guests from the different sectors of the island.
