Governor presides joint PDC-PPOC meeting

Gov. Sol Matugas convened distinguished members of the Sangguniang Panlalawigan, municipal officials, representatives from national line agencies and Team Capitol in a melded Provincial Development Council (PDC) and Provincial Peace and Order Council (PPOC) meeting last July 4 at the Philippine Gateway Hotel Surigao.
“Peace is the presence of peace in your hearts, not the absence of problems. That is why we must look into interlocking priorities to propel us to where we are, focusing our attention to the annual directions we crafted in January,” said the hands-on and multi-awarded Governor.
Poverty, according to Gov. Matugas, has remarkably decreased from 49% in 2009 to 26% in 2015.
“Convergence of efforts is recognized in terms of significance, serving the people the best way we can. This is extremely a high priority in our noble journey. We continue to work with other sectors to address existing developmental issues as we achieve the sustainability we long for,” explained the smart-thinking and forward-looking Governor.
Positive transformation, she said, is geared towards the general welfare of our constituents.
During the PDC, the PPDO Secretariat presented some landmark initiatives in matters of irrigation and Siargao Island Fish Forever project.
Mayor JR Coro of Del Carmen, meanwhile, said that inter-agency collaboration is essential to address illegal fishing and other unlawful activities.
Also included in the pipeline were the formation of a Provincial Competitiveness Committee, SIPLAS Management Planning, conversion of certain municipal roads into provincial roads, 2018 Supplemental AIP, proposed projects and plans, agricultural services, economic reforms and total allocation request for infrastructure amounting to Php428,618,000.
Taken into full consideration were poverty reduction, economic dynamism, limited funds, regression coefficient, livelihood generation, and other crucial activities proposed and taken up as concrete and tangible tools for barangay empowerment and business resilience in line with the Ambisyon 2040 flagship advocacy of President Rodrigo Duterte.

Relative increase in the appropriations from 500 million in pesos to 1.3 Billion according to Gov. Matugas, is a stroke of diligence, ingenuity and innovativeness.
“We champion quality health services with a no balance billing, in partnership with the Southern Philippines Medical Center (SPMC) in Davao City and Vicente Sotto Memorial Medical Center in Cebu. By upholding the Cuban Polyclinic Model Service Delivery Network, we upgraded hospitals. Achieving the highest trust relationship, we give premium to universal healthcare Formula Plus,” maintained the workaholic Governor.
In agriculture, Gov. Matugas said that he wants to improve food security by the repooling of agricultural officers in the municipalities amidst meager finances.
“On top of the situation, we consider the farmers’ register and in order to avoid chaos, we go as far as knowing who the real farmers are. In addition, we also analyze the proposals to support the directions of the administration, centering primarily on optimization as we open more opportunities for the youth,” said the beloved Provincial Chief Executive.
Gov. Matugas also talked about elevating the level of excellence, balance of achievements, and assistance to barangays.
