Governor details gains during SOPA

Gov. Sol Matugas said during her State of the Province Address (SOPA) last June 27, 2018 at the Provincial Convention Center that ‘various capability development programs were initiated through trainings, scholarships and benchmarking activities.’
“We have likewise fully implemented the Strategic Performance Management System resulting to the granting of bonuses and giving of recognition to best performing employees with cash incentives as well as basis for promotions,” stressed the workaholic Governor.
The upgrading of salaries of employees, according to Gov. Matugas, was duly implemented as scheduled.
“In January of this year, they received their 3rd tranche of salary increase based on the Salary Standardization Law and we are positive to be able to fully implement the 4th tranche in January, 2019. To cite an example, a Cashier I with salary grade 10, once receiving a monthly pay of 14,000.00 in 2010, is now receiving a monthly salary of 18,90.00.
An Administrative Officer V with salary grade 18 who was once receiving a monthly salary of 21,00 in 2010 is now receiving a monthly salary of 37,00.00 at present. Our department head, on the other hand, with a salary grade of 26, once received a monthly pay of 33,000.00 in 2010, and is now receiving 87,000 at present,” explicated the results-oriented Governor.
Employees welfare programs, Gov. Matugas said, were likewise pursued thru various interventions and services such as free annual health check-up and wellness program, establishment of the Provident Fund, the organization of an Employees Union and the proposed Employees Housing Project in Barangay Cagniog which is now about to commence in its site development phase.
“The success of my governance depends on the trust and confidence of the people Thus, right from the very start, we anchored all our efforts on the principles of Good Governance, enabling us to craft and implement good decisions based on the principles of Transparency, Accountability, Participation and Responsive Policies.
The provincial government implemented massive information dissemination drive in all its undertakings, plans, programs and activities thru the different forms of media and communication channels. This created a transparent connection between the provincial government, the stakeholders and ordinary Surigaonons, keeping them abreast of development updates.
Ensuring accountability and reliability and fairness in the delivery of public services were achieved thru compliance to audit and management policies thru the regular conduct of management audit on facility maintenance, procecess and procedures as well as compliance to the Citizens Charter, Full Disclosure Policy and Bids and Awards in the Procurement of Goods and Services to eradicate red tape and corrupt practices.
We have engaged all sectors of society in the decision-making process. Perhaps, and it is with pride the action-oriented Governor, ‘we are the only local government unit in Caraga Region, even in Mindanao or the rest of the country, with a dynamic Convergence Team between the provincial government and the national line agencies, NGOs and the private sector, that meets regularly every month, brainstorming and sharing time, talent and resources in the implementation of sound policies and programs for the best interest of the Surigaonons.’
“Usa isab sa mga makasaysayon nato na proyekto an pagtukod sa Kapitolyo nan Siargao niadtong 2013 isip sangay na buhatan aron mapadali ang serbisyo sa isla, masusi ang duyog sa implementasyon sa mga programa ug proyekto aron adunay masangpit ug kadangpan ang katawhan, ug mas mapadool pa ang Gobyerno sa mga Surigaonon sa kaislahan.
This administration has also guaranteed that the provincial government provides timely, appropriate and responsive policies thru the Sanggunaing Panlalawigan under the dynamic leadership of Vice Gov. Arturo Carlos A. Egay, Jr. The SP has successfully laid the foundation of a sound legislative agenda of my first term, completed the 10 Point Executive Agenda of my 2nd term, and came up with the 27 Point Agenda of my third term and passed several landmark resolutions and ordinances in support of our HEALS Program, ensuring the welfare of the Surigaonons thru the protection of their rights,” said Gov. Matugas.
On their 95th regular session, and 2nd special session for this year, the SP has approved a total of 2,367 resolutions, 100 appropriation odinances, 5 tax ordinances, and 40 provincial ordinances since 2010 up to the present.
Meanwhile, Gov. Matugas showed the landmark resolutions and ordinances which SP crafted under the expanded 27-Executive and Legislative Agenda, a product of our 2016-2019 Legislative-Executive Development Advisory Council discussions.
“To all of the Board Members, you all have performed well, showing your support to the plans and programs for the province’s welfare. Your commitment is very much instrumental in every milestone that we have.
I also commend the SP, who has by the way adopted the paperless sessions to cope up with the advancement of technologies, as they continue to undertake on-going programs which includes the Data Banking for the newly acquired Integrated Legislative Information Management System, the on-going process of the ISO 9001:2015 Certification, and the continuation of our engagement with the Philippine Open Government Partnership (PH-OGP) on legislation processes. These are all noteworthy initiatives of brilliant minds from the legislative department,” she noted.
