Former Sec. Ubial keynotes Health Summit in Siargao

One-time Department of Health (DOH) Sec. Paulyn Jean Rosell-Ubial who now works as consultant by the provincial government of Surigao del Norte urged the stakeholders to expedite the conduct of a free annual medical check-up for the Surigaonons, during the Health Summit last March 19, 2018 at the Denaville Resort, Brgy. Alegria, in the municipality of Sta. Munica.
Gov. Sol Matugas urged the barangay health workers (BHWs) and all other health service providers to give their share for the successful implementation of the Cuban Polyclinic Model Adaptation and maximize the utilization of Medical Assistance Program (MAO) since they can help the needy so much.
Dr. Ubial said that ‘all barangay constituents should enjoy a baseline and eventually an annual medical check-up for a good database on the health conditions in the community and guide the health workers and other service providers on the kind of services and care that needs to be prioritized and who among those examined are well, sick and needs referral for further management.’
She further emphasized that ‘our health advocacy should encourage the people to visit the health centers for wellness check-up and monitoring of their health, and not only do so when they are sick, especially respecting the children and other vulnerable sectors of our community like the elderly, pregnant and persons with disabilities.’
The Philippine Health Agenda Health Service Delivery Network in Surigao del Norte: A Cuban Polyclinic Model Adaptation was launched last September 2018. To top it all, core initiatives in line with the HEALS Plus Program of the Provincial Government became the thrust this year as a continuing advocacy especially at the barangay level.
In effect, the Health Summit on Health Service Delivery Network made it possible for the significant implementers especially the Barangay Health Workers (BHWs) to be made aware of the program, inasmuch as the roles they play.
This also centers, among other relevant points, on how the delivery of basic health services can be translated into better health outcomes with the innovative changes appended to performance accountability and commitment to provide quality health services.
This year’s theme, “Barangayanong Pagpakabana: Yawe sa Himsog nga Komunidad ug Katawhan”, aims to showcase pertinent health updates which are directed primarily to motivate and inspire health service providers and their partners to maximize their collaborative partnership and strengthen the health referral system to further improve the delivery of basic health services in the province.
Respective topics tackled on Day 1 were as follows: (F1) Boosting Universal Health Caregiving emphasis on the four building blocks of an efficient health system namely financial risk protection, service delivery, governance and regulation by Dr. Jose R. LLacuna, Jr., Director IV, DOH RO XIII on FOURmula 1; Updates on the Philippine Health Agenda Health Service Delivery Network in Surigao del Norte: A Cuban Polyclinic Model Adaptation by Dr Gerna M. Manatad, MO IV, LHS head, SDN Coordinator, DOH, RO XIII; Message of Support and updates on various health infrastructure developments within the region by Achilles Gerard Bravo, Regional Director, DBM XIII.
Meanwhile, Dr. Leonita P. Gorgolon, OIC-Assistant Secretary of Health, Central Luzon and Visayas Cluster, introduced Dr. Ubial and motivated the health workers to continuously improve their craft and value the importance of a proper referral system.
Also present were Board Members Elizabeth Matugas and Nathaniel Plaza as well as Gigaquit Mayor Elvira Egay and Pilar Mayor Maria Liza Resurreccion beside other municipal officials.
Day 1 was completed with Dr. Arlene T. Felizarta, Provincial Health Officer I/OIC-PHO facilitating the Action Planning on the Next Steps which started with the identification of the issues and concerns at the barangay. BHWs discussed and reported their outputs, recommendations, roles and accountability.
Day 2 on March 20, 2018 had its share of significant and interesting topics like the lecture on OPLAN IWAS PUTOL: Basic Diabetic Foot Care by Dr. Emiliano B. Tablante, Chairman, Dept. of Orthopaedics, Jose R. Reyes Memorial Medical Center, emphasizing the preventive and promotive aspect on the care of a diabetic patient which can be done at home and how important is the timely referral of cases for specialized care; Dr. Christian James A. Nazareth, DTTB- San Isidro RHU, Surigao del Norte, introducing the soon to be launched Barangay Health Worker Academy with its different modules on various lessons and skills each BHW should learn and possess, giving each graduate not only the confidence and capability but also a certificate that would enhance their illegibility for possible employment.
Dr. Felizarta presented the summary of the output of the Day 1 action planning workshop before Gov. Matugas who articulated her comments and inputs in motivating further the BHWs as well as the other participants which consisted of the Municipal Health Officers, Doctors To The Barrios, Medical Officers, Chiefs of Hospitals, staff from the Caraga Regional Hospital and Surigao del Norte Provincial Hospital.
Board Member Constantino Navarro IV, Chair, Committee on Health, capped the meaningful convergence by thanking the participants for their wholehearted contribution and active participation. He also shared his take which delved on the updates of various health-related Ordinances already passed and other initiatives on that matter especially those which has strong linkage with various stakeholders which formed part and parcel of the overall Health Service Delivery Network.
