DILG inches closer toward federalism

DILG Asec. Jonathan Malaya brilliantly expounded on Federalism, One Nation, Multi-level Governance in the countryside on Feb. 19, 2018 which was Day One of the National Information Convention held at the SMX Convention Center in Davao City.

Pres. Rodrigo Duterte issued a marching order, enjoining all DILG personnel to initiate a nationwide campaign with various LGUs, stakeholders and development partners to federalize the entire Philippines.

To allay fears and dispel rumors that federalism will only strengthen armed political warlords, Malaya said that accelerating economic development in the regions would mean only one Constitution, one flag, one National Anthem, one foreign policy, one Armed Forces, one national police force, one public education system, one Central Bank and one monitoring system. 

He said that the general objective of the national government is to influence public opinion and build voters' trust towards a decisive YES vote for federalism.

He also revealed that their target respondents were the people belonging to the Generation X or those born in 19601-1980 and the mellenials (born 1981-2000) who comprised 71% of our electorate.

Let alone, the giant movement has 3 phases, namely - Federalism 101, otherwise known as the Consultative Commission Deliberation Phase (February-July 2018); Political campaign Period which transitions itself to deliberative phase of bicameral Congress, comprising the House of Representatives and the Senate of the Republic of the Philippines, constituting itself as a constituent assembly; and the Get Out YES vote phase of 2019 which means a nationwide plebiscite.

He added that 'autonomous regional governments shall not be formed straight away, but rather, increasingly, progressively and steadily through measured stages of transition.'

He noted that the only way to address the lopsided economic development, overcrowding and traffic congestion in the metropolis is to federalize the country.

From the presentation, Malaya said that the unequal distribution of national wealth only favors the Imperial Manila, NCR, Central Luzon, Calabarzon and the Southern Tagalog Region.

On the question where do our taxes go, Malaya cited the over-concentration of government powers in the 'Imperial Manila' and in the hands of the ruling oligarchs and the Manila elite.

"There is a need for structural change because rich regions are becoming richer and poor regions poorer," said Malaya.

Systemic change and peace in Mindanao are the two biggest challenges facing the country, added Malaya.
