BM Coro hosts 2nd PCL Provincial Assembly
(April 25, 2018)
San Harris once said : “Almost all our suffering is the product of our thoughts. We spend nearly every moment of our lives lost in thought, and hostage to the character of those thoughts. You can break this spell, but it takes training just like it takes training to defend yourself against an assault.” The late boxing superstar Muhammad Ali has this to say: “I hated every minute of training, but I said, 'Don't quit. Suffer now and live the rest of your life as a champion.”
Energized by these words, enthusiastic, hardworking and productive members of the Philippine Councilors League gathered in Cebu City last April 24 on the occasion of the 2nd Provincial Assembly of the Philippine Councilors’ League (PCL).
Board Member Marlon Coro has conceptualized, organized, facilitated and hosted the historic and meaningful gathering in line with the all out war against extremism, criminality and illegal drugs, premised with Ambisyon Natin 2040.
The National Economic and Development Authority launched the Philippine Development Plan (PDP) 2017-2022, the blueprint for the country’s development under the Duterte Administration, which largely stems from the 0-10 point Socioeconomic Agenda. It is the first of four medium-term plans that will work towards realizing the collective vision of Filipinos over the next 25 years.
Embedded in the PDP are core strategies that provide the crucial environment for the plan to hit the target and get ahead. These include achieving freedom from strife and absolute social protection, accelerating infrastructure growth, building strong communities, and ensuring ecological balance.
Under the principle of meritocracy, Gov. Sol Matugas intoned, ‘councilors all over the Philippines are fully empowered through the development and expansion of management competencies, systems, and practices aimed toward service and work excellence beyond the usual.’
“Society demands our greater engagement as duly-elected officials and leaders.
It is greatly expected that this convergence will enrich the political discourse with interactive sequencers and resources to nurture our knowledge, values and skills, fully equipped with improving our performance in line with our existing functions and pivotal roles. Development is far-reaching with focus and concentration on people’s welfare and expertise, rather than specific assignments,” said the award-winning and hands-on Governor who is also the over-all chair of the powerful Caraga Regional Development Council (RDC)
High-impact advancement programs, according to Gov. Matugas, ‘help us recruit the right people to man our forts. We are fully aware that even in the workplace, there is always healthy competition.’
“It is said that learning can be acquired through proper and rigorous training.
High- value training and development work don’t just happen overnight. Rather, they’re the direct fruits of our hard work which is a byproduct of wise planning and brainstorming. As such, we need to determine our long-term goals, analyze the gaps in terms of skills with respect to motivation, mastery, ingenuity and critical thinking,” added the visionary and intelligent Mother of our beloved province.
Programs, according to Gov. Matugas, must also be sustainable to maximize the time needed. In so doing, there must be constant evaluation and scrutiny of matters affecting measurable impact, identifiable targets and sustained objectives.
“Always remember that hardwork, determination, patience and resilience are very essential values to hit the target and get to the top.
Besides being innovative and flexible, exceptional civil servants like you need to be educated about the do’s and dont’s of initializing a thriving organization with the speaking abilities, presentation of ideas, sharing, and many more. Many great, brilliant and perfect designs and novel thoughts flop and come to a sticky end because some who miss the ground rules on how to make the service more fun. Work without fun is not work.
Having said that, you must convey accurate and complete information which stem from latest findings and newest analyses which accrue and develop over the years ranging from participatory leadership to grassroots development. We must strive to make sure that all the germane, pertinent and relevant pieces of information are communicated exactly as they should be,” said the multi-awarded Governor.
